Malta Migration & Residency Mobility

Malta offers a sophisticated array of residency and mobility programs for high-net-worth individuals, corporate talent, and remote professionals. At Muzy & Meraris LLP, we advise on securing these statuses by ensuring strict compliance with evolving EU and national standards.

Following recent judicial shifts, Malta has significantly refocused its offerings toward residency-based paths and exceptional service contributions rather than traditional "citizenship by investment" models.

1. Residency by Investment (MPRP)

The Malta Permanent Residence Programme (MPRP) is the primary pathway for non-EU/EEA/Swiss nationals to secure long-term residency in Malta. It is a stable, reliable framework designed to facilitate long-term settlement.

· Investment Requirements:

o Property Requirement: Applicants must either purchase a property in Malta (minimum value €375,000, or €300,000 in Gozo/South Malta) .

· Benefits: Permanent residency status with no minimum stay requirement, visa-free travel within the Schengen Area, and the ability to include up to four generations of family members.

2. Citizenship by Naturalisation for Exceptional Services

Malta continues to offer a path to citizenship for individuals who contribute significantly to the nation’s economic and social development. This is not a simple investment program but a highly vetted process based on "exceptional services by direct investment."

· Criteria: This path is reserved for individuals who can prove a long-term commitment to Malta.

· Requirements:

o Direct Investment: A contribution to the National Development and Social Fund of either €600,000 (for citizenship after 3 years of residency) or €750,000 (for citizenship after 1 year of residency).

o Philanthropic Donation: A minimum donation of €10,000 to an approved local NGO.

o Property Investment: Either a purchase of residential property (minimum €700,000) or a long-term lease (minimum €16,000+ per year for 5 years).

3. Digital Nomad Residency (Nomad Residence Permit)

For location-independent professionals, Malta’s Nomad Residence Permit is a highly effective, agile mobility tool.

4. Global Residence Programme (GRP)

This is a medium-to-long-term residence and tax framework for non-EU/EEA/Swiss nationals.
