Saudi Arabia has significantly modernised its immigration and residency landscape under the Vision 2030 reform plan. · Key Tracks & Eligibility:
o Investor Residency: For those investing in Saudi economic activities. Permanent status is achievable by investing at least SAR 7 million (approx. USD 1.87 million) and creating at least 10 full-time jobs for Saudi nationals within two years.
o Real Estate Owner Residency: Following 2026 reforms, foreigners may qualify by owning fully developed, mortgage-free residential property in major cities (e.g., Riyadh, Jeddah) valued at SAR 4 million or more.
o Entrepreneur Residency: For startup founders with secured funding from accredited venture capital funds or incubators (starting at SAR 400,000 for early-stage ventures).
· Core Benefits:
o Sponsor-Free: No need for a Kafala sponsor; holders can work for themselves or any private sector entity.
o Family Inclusion: Spouses, children (under 25), and dependent parents can be included in the residency without additional fees.
o Property Ownership: Right to own real estate (excluding specific zones like Mecca/Medina and border areas).
o Mobility: Visa-free entry/exit and priority processing at airports.
· Fees & Duration:
o Limited Duration: SAR 100,000 annually (renewable).
o Unlimited Duration: A one-time, non-refundable fee of SAR 800,000 for permanent residency.
o Application Fee: There is a non-refundable application fee of SAR 4,000.
2. Freelance & Specialized Professional Permits
To accommodate the modern gig economy and remote talent, the Kingdom has expanded its freelance framework.
· Freelance Permit: Designed for independent professionals in digital marketing, IT/software development, creative services, consulting, and media.
· Purpose: Allows individuals to work directly with clients or on multiple projects without being tied to a single employer, supporting a more flexible operational model.
· Compliance: This is a regulated activity; you must obtain the correct permit to avoid penalties, as working without proper authorisation is strictly enforced.
3. Corporate & Investor Licensing (MISA)
For those looking to establish a larger corporate presence, the Ministry of Investment of Saudi Arabia (MISA) provides the licensing framework.
· RHQ License: Multinational companies are increasingly required to establish their Regional Headquarters (RHQ) in Saudi Arabia to be eligible for government contracts and specific fee exemptions.
· Business Setup: Investors can obtain 100% foreign ownership in most sectors aligned with Vision 2030 (e.g., technology, logistics, tourism, healthcare).
